Doug DeClusin is the founder and CEO of Sunland Asphalt. An active participant in the construction industry, DeClusin was Chairman of the Board of Directors for the Arizona Chapter of The Associated General Contractors in 2013 and 2014 and has been a member since 2007 and is on the Board of Directors for Pantheon Enterprises, an environmentally conscious chemical company. He is also an active member of the Executives' Association of Greater Phoenix. Doug was finalist for Construction Executive of the Year in 2009 by the Construction Financial Management Association and won the CEO of the Year award presented by Phoenix Business Journal in 2012. He is an enthusiastic supporter of the Boys and Girls Club, Horses Help, the Ronald McDonald charities, as well as the ASU Del E. Webb School of Construction.
 
For over 38 years, Sunland Asphalt has been completing projects across the country, ranging from parking lot maintenance to major highways. With six office locations in Arizona, Colorado, Nevada, and New Mexico, Sunland has completed projects in over 30 states. The company has grown from an asphalt maintenance company into a full service general contractor, with over 450 employees and revenues of over $150 million. Sunland offers an array of construction and maintenance services including asphalt repairs, crack sealing, sealcoating, chip seal, milling, pulverizing, reconstruction, paving, earthwork and grading, as well as underground wet utilities.
 
Sunland was named one of the "Top 50 Private Companies in Arizona" by the Phoenix Business Journal. In 2013, Sunland was named one of "Arizona's Fastest Growing Private Companies" and was most recently recognized as a "Top 5 Company in Heavy Construction" by Ranking Arizona, the Best of Arizona Business. Sunland has also been recognized as one of the "2015 Best Places to Work in Arizona" by the Phoenix Business Journal.

A long-planned Veterans Affairs hospital being built in Denver, already hundreds of millions of dollars over its $604 million budget, has turned into a billion-dollar boondoggle for the agency. The contractor, Kiewit-Turner, blames the VA for ignoring agreements to submit plans that can be built within budget and has asked a federal board overseeing civilian contract disputes to let the company walk away from the job. Fringe Benefits in the Prevailing Wage World

The purpose of this article is to increase the awareness of the requirements related to federally funded Davis Bacon construction projects. Established in 1974, Interstate Mechanical Corp. is a mechanical contractor located in Phoenix, Arizona that specializes in HVAC within commercial construction. In the past year, we were contracted to perform specialty welding on large piping at a power plant located west of Phoenix. This project was federally financed and therefore required us to pay the prevailing wage and fringe benefits to all laborers and mechanics as specified under the Davis Bacon Act. The Department of Labor, Wage & Hour Division (DOL) is a federal agency that enforces compliance with all provisions of the Davis Bacon Act.
